Keegan Phillip Allen is an American actor. Since 2010, he has been portraying Toby Cavanaugh on the ABC television series Pretty Little Liars. He also played one of the "handsome guys" on Big Time Rush in the episode "Big Time Jobs". He was born on the 22nd of July 1989.
